Poland Says It Thwarted Possible Provocation Near Kaliningrad Border
Poland says its border guards stopped a possible provocation near Russia’s Kaliningrad exclave overnight, after spotting suspicious movement in the border area. Prime Minister Donald Tusk said authorities had mobilized security forces, but cautioned that they could not confirm the activity was deliberate.
Tusk said guards saw people carrying flashlights along the Polish-Russian border. No injuries were reported. He did not identify the individuals or describe what they were doing.
Warnings of a possible incursion
The prime minister said Polish and allied intelligence services had warned for weeks about possible sabotage or a more serious provocation targeting Poland’s borders. One scenario, he said, involved armed people entering Polish territory. Authorities had received more specific information that such an attempt could happen in the first half of November.
“We very quickly mobilized the necessary security forces and means on site,” Tusk said, adding that Poland had prevented any attempted provocation, if that was the intention. He said officials could not establish that with complete certainty.
The incident took place along Poland’s northern border with Kaliningrad, a Russian exclave. Poland also shares an eastern border with Belarus, a close ally of Moscow. It is NATO’s largest member on the alliance’s eastern flank.
Security measures in the northeast
Polish police have recently coordinated additional security operations with the military, border guards and intelligence services. Authorities have also sent extra police and counter-terrorism units to the northeast, including the regions of Warmia-Masuria and Podlaski.
Warsaw has repeatedly accused Russia of sabotage since Moscow launched its full-scale invasion of Ukraine in 2022. Poland also plays a key logistical role in moving Western military and humanitarian assistance, making security along its borders a concern for both the country and its allies.
Tusk warned that pressure from Russia could continue beyond this episode. He urged vigilance against sabotage and other threats, while stopping short of confirming who was seen at the border or whether the movement was an organized operation.
